Joint Strategic Needs Assessment (JSNA)

The Local Government and Public Involvement in Health Act 2007 requires PCTs and local authorities to produce a Joint Strategic Needs Assessment (JSNA).

The JSNA should fulfil the need identified in 'Our health, our care, our say' for Directors of Public Health, Adult Social Services and Children’s Services to undertake regular strategic needs assessments of the health and wellbeing status of their populations. The JSNA should inform the priorities and targets set by Local Area Agreements and lead to agreed commissioning priorities that will improve outcomes and reduce health inequalities.

The JSNA brings together all of the important information on the health and social care needs of local residents in South Gloucestershire. It informs the planning of health and social care services in the area and its scope includes preventing ill health and promoting wellbeing.

 

The JSNA published in April 2009 identified three cross-cutting 'big themes':

·        planning and coping with change

·        getting advice, help and support

·        making sure things are fair

In 2009 we carried out a large consultation exercise on these issues. This generated a lot of comments and feedback about how services could be improved and these findings form the backbone of this report. We have also taken the opportunity to fill some gaps that existed in the original JSNA, pull together findings from other consultation exercises, look more closely at the impact of the ageing population and discuss some of the changes that have occurred in the last 18 months, such as the economic downturn and the emergence of pandemic flu.

 

The JSNA supplement informed the recent revision of NHS South Gloucestershire's strategic plan and the findings will be used by the South Gloucester Partnership to inform the upcoming review of the Sustainable Community Strategy and South Gloucestershire Council to inform the refresh of its Council Plan. 

 

We would like to thank the hundreds of individuals and groups that contributed to this needs assessment and hope that you can find your comments reflected in the themes and key messages that emerged.
