John's portfolio covers the University’s strategic planning, resources, the UWE Federation of tertiary colleges, student experience and support, facilities, IT, marketing and external partnerships including developing proposals for higher education in Swindon. Previously he worked for the Higher Education Funding Council for England (HEFCE) for nearly fourteen years on estates (including sustainable development), research policy, audit, management review and capital funding.   Prior to that, he was a senior manager with the Audit Commission, following a number of financial posts in local government. 

He is a senior assessor for the European Foundation for Quality Management and was the Deputy Director of the Office for Fair Access (OFFA).

John has developed a wide range of good practice guidance for the English HE sector including IT management, risk management, space management and strategic planning. As Director for Widening Participation, he had responsibility for overseeing the development of widening participation policies and funding formula, Aimhigher, HE in FE and Life Long Learning Networks. As well as Widening Participation, he was also responsible at HEFCE for institutions in the Midlands, Performance Indicators, JISC, Strategic and Vulnerable subjects and Regional Policy.
